Article 2 of this Order brings into force on 9th November 1992 the following provisions of the Planning and Compensation Act 1991—
  section 12(1) (planning obligations), so far as it is not yet in force;
section 32 (planning: minor and consequential amendments), in so far as it relates to paragraphs 9(2)(d) (so far as that paragraph is not yet in force), 53(5) (local planning authorities: distribution of functions) (so far as that paragraph is not yet in force), 54(2), (3)(b) and (f) and 57(2)(f) (planning obligations); and
section 84(6) (repeals) and Schedule 19 in so far as they relate to repeals in Part I of Schedule 19 specified in the Schedule to this Order.

Article 3 contains a transitional provision.
